About the Ships:
DD Jaguar (12)-> with its 5 R-Slots really really good for Anti Sub Action with HH. Using it with guns in Blitzkrieg is no good choice, cause you only have weak single gun turrets.
DD Le Fantasque (18) or DD L'Adroit (17) -> it is the choice between more fire power with 5 bigger R-Slots on the Le Fantasque or a much smaller L'Adroit with 3 R-Slots. With the guns it is the same as with the Jaguar. Use the Le Fantasque as an Anti Sub Ship, the L'Adroit is better suited for Blitzkrieg.
DD Mogador (24) -> a really good DD with 4 R-Slots that can fit the 2x6.1"/50 kal or 2x 5.46"/45 kal, so it has good fire power, it also has 4 T-Slots for good torp-action. Use it with its Firepower in Blitzkrieg or with HH and torps in GB to hunt subs
CL Pluton (28) -> I would say the crappiest CL in Navyfield. The 4 R-Slots are too small for dual barrel turrets and it only has 3 T-Slots, seriously I havent found a porpuse for it besides beeing a good target. So the Slots are smaller than on Mogador and even the ship size is smaller than any other CL. So you maybe stick with the Mogador until you get the next CL
going for the lower line with CL Jeanne D'Arc, CA Suffren, CA Algerie, BC Courbet, BB Lyon, BB Paris, means that you have 10 T-Slots for all 3 BBs and you get all the ships 2 lvls earlier. Besides that all BBs have more R-Slots.
CL Duguay Trouin (32) -> can carry the 2x6.1"/50 kal on its 4 R-Slots, so a lot of fire power is granted for Blitzkrieg. It also has 4 T-Slots where you can use the 17.7" M18 x 3 Torp Launcher. It has space for scout planes, but it is useless cause you dont need a scout pilot for the sub-line. So it is much better then the Pluton
CL Jeanne D'Arc (34) -> with its 4 R-Slots that can be used with the 2x6.1"/50 kal it has a lot of power and it also has 6 T-Slots to use with torps (4x 17.7" M18 x 3 Launcher and 2x 21.65" 19V x 1 Launcher). It lacks range, and structural strength, and scouts. Its the first good CL to use...consider that on close range the 2x6.1"/50 kal do a lot of damage.
CL Emile Bertin (36) -> it has 3 big R-Slots that can be used with the 3x6"/55 cal Model 1930 or with the 2x8"/50 cal Model 1924. The 8" can only carry 1 bind of ammo. so the 6" are the better choice. But you can only use these guns with lvl 42 and 44. So you need higher leveled gunners. This CL has space for 3 recon planes and is pretty fast with 49 knts.
CA Suffren (40) -> it has 4 big R-Slots that can be used with 3x6.1"/55 cal Model 1930 or with the 2x8"/50 cal Model 1924. So you have 2 choices. First way,you can go with the 3x6"/55 with heavy ammo you full bulge and belt armor and go in the crowd. Second way, you can go with the 2x8"/50 with light ammo and no armor and stay a little bit off to let the range do its work. Either way the Suffren is the size of a County so it is a good target and easy to hit.
CL La Galissonniere (42) -> use it like the Emile Bertin
CA Algerie (47) -> it is pretty much the same as the Suffren, but Algerie is smaller and faster than Suffren. So it is no problem to hit 30k damage in Blitzkrieg...
CA Tourville (49) -> it has 4 big R-Slots that can be used with 3x6.1"/55 cal Model 1930 or with the 2x8"/50 cal Model 1924. So you have 2 choices. First way,you can go with the 3x6"/55 with heavy ammo you full bulge and belt armor and go in the crowd. Second way, you can go with the 2x8"/50 with light ammo and no armor and stay a little bit off to let the range do its work. Either way the Touville is pretty much the same as the Suffren. If you have good Gunner from going both lines, you can use the 4x5.1" AA guns in GB when your Gunners hit lvl 62
BC Courbet (54) -> on this first BB on the lower line you can put six 2x12.0" guns, but it is better to not put guns on the middle slots, this way the Courbet goes 40" knots
going for the upper line with the CL Emile Bertin, CL La Galisonniere, CA Tourville, BC Bretagne, BB Normandie, BB Lorraine, means you have less T-Slots on the first and third BB. You have bigger but also less R-Slots. But the BBs are much cheaper
BC Bretagne (56) -> on this first BB on the upper line you can put five 2x13.4" guns, but it is better to not put a gun on the middle slot, this way the Bretagne goes 39" knots.
SS1 Sirene (38) -> 6 front launcher 1 back launcher^^
Probably the best SS1. A little bit longer than others but more fire power and very very thin and small...
